Harleston has a smaller range of more specialist retail facilities and services which provide for a more local catchment in South Norfolk and northern Suffolk. These have the potential for expansion. It has good road links to the east and west via the A143 and access to Norwich via the A140 will be improved by delivery of the Long Stratton bypass. A local bus network is focussed on the town.

Harleston is close to the River Waveney and the Angles Way along the valley forms part of the strategic green infrastructure network.

Housing delivery has been good in Harleston in recent years. The plan allocates two sites to the south-east of the town centre within the A143 bypass and close to employment areas. The sites provide for 550 new homes including specialist retirement accommodation, in addition to the April 2018 commitment of around 170 dwellings. Growth of just under 800 new homes in Harleston to 2038 will support the retention and expansion of services and jobs in this attractive market town, as well as providing accommodation for older residents.
