The Need for the GNLP 2045
The Greater Norwich Local Plan 2024 (GNLP) sets out the long-term vision for growth and development across Broadland, Norwich and South Norfolk. It identifies where new homes, jobs and infrastructure should be located and provides the planning policies that guide how development takes place. Once adopted, the plan forms part of the statutory development plan and is used to help determine planning applications, ensuring growth is sustainable, coordinated and supports local communities and the environment.
A new plan is being prepared because the current plan no longer reflects national planning requirements or the level of growth now needed. Changes to national policy, legislation and the way housing need is calculated mean more homes must be planned for, alongside updated priorities such as climate change, infrastructure delivery and economic development. The new plan will update the strategy to 2045, providing a clear and up-to-date framework to manage future growth and ensure it is supported by the right infrastructure.
Call for Sites
As part of the early preparation for the new plan, the Greater Norwich authorities are undertaking a 'Call for Sites', the first stage of which took place between 9 February – 23 March 2026.
The Call for Sites will reopen from 9am on 15th June – 5pm on 13th July 2026 and further site submissions are invited.
