Adoption of the plan will be considered by South Norfolk Council and Broadland District Council at Council meetings on the 25 and 28 March respectively.

The report by independent Inspectors' Mike Worden BA(Hons) Dip TP MRTPI and Thomas Hatfield BA(Hons) MA MRTPI into the soundness and legal compliance of the GNLP has now been published. The report concludes that the GNLP is sound and can be adopted as part of the local plans for Broadland, Norwich and South Norfolk, subject to the inclusion of the recommended main modifications. The Inspectors' Report and other relevant documentation can be viewed in Section J of the Document Library.
Adoption of the plan will be considered by the GNLP Councils on the following dates:

Gypsy and Traveller Sites Additional Focussed Consultation - New Sites June 2023
A consultation on sites for Gypsies and Travellers at Foulsham, Guestwick and Hevingham will commence on 5 June and will close at midday on 3 July 2023.
A Gypsy and Traveller Sites Focussed Consultation took place from January to March 2023. Three new/expanded sites were submitted through that consultation. To ensure that these sites can be properly examined, a further focussed consultation is required to take place. The sites and initial site assessments are provided below.
- GNLP5025, Woodyard, Reepham Road, Foulsham: site for 2 additional pitches beyond the 2 already occupied. The site is not recommended for inclusion in the plan through the consultation. This is because it is located on an acute bend, so allowing more pitches would lead to an increase in vehicle movements using a difficult access.
- GNLP5026, Land off Peddlars Turnpike, Guestwick Green: a new site of 3 pitches. The site is not proposed for allocation for highway safety reasons and because it relies on a remote surrounding highway network which has limited capacity.
- GNLP5027, Land off Brick Kiln Road, Hevingham: for 5 additional pitches beyond the 1 already occupied. The initial assessment indicates it is suitable for development.
No final decisions have been made on these sites yet. We are not consulting on any other sites that we asked for views on during previous GNLP consultations.

A populated programme (G1.2) for Greater Norwich Local Plan Examination – Part 4 hearing (22 and 23 March 2023) has been added to Section G of the Document Library.
As a result of industrial action by members of Prospect union on Tuesday 21 March, the hearing sessions will be moved back one day. The session which would have been held on Tuesday 21 March will now be held on Wednesday 22 March, and the hearing session which would have been held on Wednesday 22 March will now be held on Thursday 23 March. If the changes to these dates cause particular difficulties for any participants, then please contact the Programme Officer as soon as possible.

The GNLP Gypsy and Traveller Sites Focused Consultation runs from 09.00 Monday 30 January 2023 until 17.00 Monday 13 March 2023. The consultation comprises a Sites Policies document and supporting evidence, which can be viewed on the GNLP Gypsy and Traveller Sites Focused Consultation page.
The SA/SEA Assessment of the GNLP – Addendum to the Regulation 19 Report (F1.4) has been added to Section F of the Document Library.
During the Part 1 examination hearings the Inspectors requested a schedule in response to issues raised in the Matter 1, Issue 2 session. This document, which summarises the site-specific issues raised in writing or in person at the hearings, provides a brief response to the points explaining how the SA has dealt with the issues and indicates any necessary adjustments to the SA that might be warranted
This document is particularly subject to consultation with those who submitted a representation at Regulation 19 stage, however, we are happy to accept comments from anyone who wishes to do so. The focused consultation is open from 09.00 on Monday 30 January to 17.00 on Monday 13 March 2023. Focused consultation on the allocation of Gypsy and Traveller sites
In resolving to submit the GNLP for independent examination the GNDP partner councils agreed to “proactively identify and bring forward sufficient Gypsy and Traveller sites to meet identified needs in accordance with the criteria-based policies of the current and emerging Development Plans”.
During the GNLP hearing sessions in February/March 2022 it was made clear that Gypsy and Traveller accommodation needs must be addressed through site allocations in the plan. This is in accordance with the expectations set out in paragraph 68 of the National Planning Policy Framework (NPPF) and allied guidance specifically for Gypsies and Travellers in Planning Policy for Travellers Sites (PPTS) (2015).
A focused public consultation on the allocation of Gypsy and Traveller sites in the Greater Norwich Local Plan is scheduled to take place from 30 January to 13 March 2023. This is subject to agreement by the partner councils at their cabinets in early January.

“As previously indicated in our note of 18 February, we intend to hold a further hearing session on Matter 15 at some point following the completion of the scheduled hearing session programme this week. This is principally because we have asked for additional information relating to the East Norwich Strategic Regeneration Area site. We are awaiting this information.
As a result, we shall defer discussion relating to Questions 2 and 4 of Matter 15, which deal with the overall and five year land supply positions. These will be discussed at the later hearing session on Matter 15”.

The Inspectors' Initial Question 7 asked for an addendum to the Sustainability Appraisal to be produced, relating to the housing growth numbers, and addressing "both smaller and minimal supply buffers as 'reasonable alternatives'. This addendum has now been produced and has been added to Section D1 of the Document Library (Document D1.6).
