Greater Nottingham Employment & Skills Board (ESB)
 
Background & Challenges
 
In September 2004, partners established the Greater Nottingham Skills Board (now Employment & Skills Board) as the strategic lead for adult learning, skills and employability across the conurbation.  Membership includes main influencers and decision-makers at an Executive and Corporate Director level.
 
The ESB has two fundamental challenges: -  
 
  • To develop a combined understanding of the current and future skills      required for a prosperous city
 
  • To make sense of, and maximise the use of fragmented funds, strategies      and governance structures disseminating from central government and emerging from local need.
 

ESB Remit: - 
 
To overcome the above challenges, the Employment & Skills Board aims to: -
 
  • Develop an overarching strategic framework covering the breadth of the worklessness and skills agenda, which informs and shapes the Local Area Agreements, Floor Target Action Plan and partner business plans
 
  • Mobilise mainstream and discretionary funds to deliver national, regional and local strategy
 
  • Address gaps in provision and barriers to delivery, that hinder the city’s progress in achieving its strategic priorities
 
  • Provide a means for local partners to respond swiftly to new and emerging government policies e.g. Welfare Reform Green Paper: A new deal for welfare: Empowering people to work.
 

 
The ESB Executive Group
 
The ESB is supported by an Executive Group, which has representation from all the main funders at Manager Level.  This group has a dual function, it is both: -
 
  • the operational / funders group for the ESB, as well as
 
  • GNPs Learning, Skills and Employability Strategy Action Team (SAT)
 

 
The GNLP team co-ordinates the ESB and its associated strategic activity; providing support to the chair, its members and the Skills Board Executive Group.
