The team of Area Learning Facilitators, working with their Local Learning Partnerships, developed revised Local Learning Plans in 2004. These were developed using GNLP's toolkit to ensure a consistent approach. They include desk-based research and use the 2001 Census figures and other relevant statistics, underpinned by 'Voice of the Learner' primary research, such as surveys and Focus Groups.
The information was used to identify priority needs and issues. This evidence-based planning process has been used to inform the allocation of SRB and other funding, devolving decision-making on adult learning to a local level. Plans continue to be revised on a regular basis.
To increase accessibility GNLP have produced a web-based report: Learning Plans – Common Themes which identifies and draws together key priorities from each area and acts as a gateway into the document themselves.
