Cross area project
This is the first time an action plan approach like this has been attempted and it has proved complex and challenging for all those involved! We are constantly receiving feedback and trying to maintain flexibility to ensure success. Workshops were held in each area to put flesh on the bones of the CLES report. Pulling together the information into 1 bid is logistically too complex and time consuming, so the Operational Group intend to proceed in stages.
Many of the organisations consulted highlighted the need for relatively small scale physical works which would improve access for learners. Workshops in each area have attempted to gather further information and have encouraged organisations to work collaboratively to identify the needs in an area and submit this as an expression of interest. Funders and strategic partners area also aware that compliance with the new Disability Discrimination Act and SENDA is an issue. Some partners have (or will) undertake audits which can be used to inform this bid. Attempts to secure match funding have been reasonably successful, with in principal agreements from various City departments and firm commitment from SRB6 and Neighbourhood Learning in Deprived Communities. This will enable works to be 100% funded. Other partners with match to offer have been encouraged to work with us. Focus Consultants have now been engaged to develop an application by the end of March. The application will include 'indicative schemes' to give GOEM a flavour of the activities proposed.
A key issue identified is a lack of ‘joining up’ amongst providers resulting in duplication, poor information for learners about alternative provision and progression opportunities. Better use of ICT could contribute to addressing these issues. Many of the centres have internet access, but often through slow dial up connections. These slow connections also make the use of online learning materials difficult to access. In the next phase of development, we intend to explore the best ICT solutions to meet these needs. We will need technical expertise to achieve this and have approached Accelerate Nottingham for support. Activity could take the form of wireless broadband connections and the establishment of locally managed ‘intranets’. We have also approached Accelerate Nottingham to assist with identifying match funding for this strand of activity.
Other issues were identified by CLES but were mainly localised e.g. transport in Area 3. we are recommending that those feature in the Area plans but may be able to contribute some resources to solutions later in the programme. Common branding easily recognisable to learners was also suggested by CLES. This may be achieved through local and regional collaborative marketing activity and the promotion of existing quality marks e.g. Matrix and the Basic Skills Quality Mark. |
